On 23 October 1991 the UNTAC was established to ensure implementation of the Agreements on the Comprehensive Political Settlement of the Cambodia Conflict, signed in Paris Peace agreement by the four factions of Cambodia.
The election has been arranged in 1993 by the UNTAC without the participation of the party of Democratic Kampuchea and it threatened people all over Cambodia.
